Local Law 97 of 2019, as amended (LL97), is one of the most ambitious plans for reducing emissions in the nation. Under this groundbreaking law, most buildings over 25,000 square feet are required to meet new GHG emissions limits beginning in 2024, with stricter limits coming into effect in 2030. The goal is to reduce the emissions produced by the City’s largest buildings 40 percent by 2030 and to net zero by 2050. In this presentation, the Department of Buildings will provide an update on the first year or reporting, highlighting frequently seen mistakes, and clarifying common points of confusion. We’ll share key resources to support accurate reporting and guide attendees through the compliance pathways, adjustment processes, and penalty mitigation options available to buildings that may exceed emissions limits.

We're over halfway through the first cycle of parking structure inspections, with changes to come after it concludes in 2027. Penalties for failing to meet parking structure requirements can be steep, with monthly and annual fines. Additionally, there are ongoing annual requirements for parking structures that happen outside of the first inspections cycle. And outside of parking structures, annual parapet observations are required for several buildings citywide.
